|         Assemblymember Rodneyse Bichotte Statement on Recent Radio Interview on The Education Tax Credit Bill

 Brooklyn: Today, Assemblymember Bichotte releases the following statement on a recent radio interview regarding the proposed Education Tax Credit Bill. "There is a great deal of strong feelings on all sides of the proposal to give tax credits to donors to private schools.I represent my entire district and while there will be disagreements at times; we should always seek to find common ground however emotional an issue is.  This was evident during a recent radio interview I had with Leon Goldenberg, and I apologize to anyone who was offended by my tone and the poor choice of words I used. That is why it is important for me to outline my position on the NYS Governor Andrew Cuomo's Parental Choice in Education Act, an Education Tax Credit (ETC) proposal and why I think my proposal is more broad based and will better serve the families of children who attend private schools. I am opposed to the Governor's ETC proposal because its leaves the hardworking taxpayers from the low and middle income families out of the equation as well as feeding the mouths of corporations and millionaires. I would prefer for the Governor to support a bill that provides relief for all parents and one that will help all children. That is why I am the prime co-sponsor of A6318 to give every parent a TAX CREDIT PER CHILD up to $500 or 12.5 percent of their tuition up to $5000 after the first $1000, as a tax credit per child-in addition to the $1,000 refund that New York State currently offers parents. 
 Why A6318 Is a Better Bill- To offer an example of how this would work: If Jane Doe has four children and all of them are enrolled in a parochial school, she will get a total of $6,000 in refunds: $1,000 per child like everyone else, plus $500 per child for school tuition. Or If John Smith has three children attending public schools and an after-school tutoring program with extra reading and math, there would also be relief on the tuition for the afterschool program.
 Of course, the costs of tuition are much higher than these amounts, but it is a step in the right direction.
 I am opposed to the Governor's ETC bill for a number of reasons.  While its goals are laudable, it attempts to support education by offering a tax incentive for educational investments made by corporations and wealthy philanthropists.
 Why The Current Governor's ETC Proposal does not work: If a millionaire decides to invest $1 million to an educational private institution, the ETC will offer $750,000 back to the millionaire in tax credits while allowing the ability to still deduct 10 percent off the remaining $250,000.
 That same millionaire would then be able to cherry pick what institution the scholarship fund goes to. Parents HAVE NO CONTROL OVER WHETHER THEIR CHILDREN'S SCHOOL IS SELECTED BY THE corporation or philanthropist -and then hope that contribution results in a tuition reduction. This would exclude the majority of the Jewish, Catholic, Muslim, Lutheran and all other parochial schools and private schools not served by the ETC.
 Furthermore, the ETC does not guarantee relief to individual parents as any funds provided may not pay for tuition at all, but end up funding other expenses entirely or to the salaries of the administrator.
 The bill I have co-sponsored (A6318), will benefit all communities, from all around the state. But rest assured that my position have and will continue to be to the benefit of all tax payers, rich, poor, white, Black, Jewish, Christian,  Asian, Latino etc.  It is not income restricted, and it relieves a parent with a child in any type of tuition-based program or school -i.e. public, private, parochial, afterschool programs, nursery, reading and math programs, etc.
 Millions of dollars have been spent on commercials and ads to push the Governor's Education Tax Credit Bill. These ads don't tell the entire story. These monies spent on glitzy commercials could have been used towards the relief of tuition.
 As your Assemblymember, I have been championing the rights of all parents and will continue to do so regardless of the outcome of these bills. 
 However, I will not settle on a bill that excludes the low and middle class and feed the pockets of corporations and millionaires cherry picking the schools they want to fund. Please take a look at the comparisons:
 Governor's Current Education Tax Credit Bill offers 70 million dollars in tax credit to families making an income of $60,000 or less. Among the problems, a family of 7 making a bit over $60,000 would not be eligible. While a family of one child making $60,000 would be.  My Bill A6318: There is no Income limit as all children can benefit without defining one class from another.
 Governor's Current Education Tax Credit Bill also offers $70 Million dollars in tax credit to corporations and individuals in the form of a scholarship that cherry picks schools they choose to fund. Most schools, especially the poor ones don't have the relationships to these wealthy investors and corporations. I fear they will probably be left behind.My Bill A6318: My Bill allows the relief to go directly to the parents per child. That guarantees that no child is left behind.  I will look to hold several meetings with the entire district around this topic that will build bridges and bring communities together. I will be a voice uniting the religious, racial, and economic groups around education reform.
