Cuomo has made it a priority of his administration to promote equal opportunity for minority and women-owned business enterprises (MWBEs) in State contracting.<br><br></div><div>The New York State 2016 Disparity Study (2016 Disparity Study), which is being carried out by Empire State Development pursuant to Article 15-A of the New York Executive Law, will determine whether there is a disparity between the number of qualified MWBEs, minority group members, and women ready, willing, and able to perform State contracts, and the number of such firms and individuals actually engaged by the State. The 2016 Disparity Study will examine all contracting activities throughout New York State from April 1, 2010 through March 31, 2015. The results of the 2016 Disparity Study will be used to determine what changes, if any, should be made to the MWBE program.<br><br></div><div>Empire State Development selected the firm of Mason Tillman Associates (Mason Tillman), to conduct the 2016 Disparity Study through a competitive RFP process. Mason Tillman is in the process of conducting the 2016 Disparity Study. To date, they have reviewed contracting data from State agencies and are currently undertaking a comprehensive outreach campaign to inform local communities on the 2016 Disparity Study and identify businesses (primes, MWBEs and non-MWBEs) for more in depth interviews and anecdotal contributions to the final report. <br><br></div><div>Over the coming weeks, you may receive communications from Mason Tillman representatives in regards to conducting interviews about your business practices. We ask that you participate in these interviews and provide requested information, which will allow Mason Tillman to conduct the most comprehensive study possible.</div><br><div>It has come to our attention that there are other organizations conducting their own studies. These organizations are not affiliated with the 2016 Disparity Study, Mason Tillman, or the efforts of Empire State Development's Division of Minority and Women's Business Development.
