> DASNY has developed a web-based system that provides MWS-BE subcontractors and suppliers with the opportunity to connect with prime bidders. These subcontractors and suppliers can view open opportunities through the web-based Plan Purchase Holders List. They can then indicate their interest on a project by completing an electronic information sheet that enables prime contractors to contact them as the prime contractors develop their bids. The second half of the new unified terminal is expected to be developed by Delta Air Lines, beginning its redevelopment of its terminals on a parallel track. > Governor Andrew M. Cuomo kicked off the first phase of the transformational redesign of New York Penn Station and the historic James A. Farley Post Office. Governor Cuomo, alongside Empire State  Development, Amtrak and the Metropolitan Transportation Authority, issued a joint solicitation to developers for the redevelopment, design and construction of the these two facilities as part of the Empire Station Complex - a world-class transportation hub, complete with significant passenger improvements and best-in-class amenities, to dramatically improve the overall passenger experience.

> As Chair of the Subcommittee on Oversight of Minority and Women-Owned Business Enterprises, my goal is to have my ear to the ground and introduce responsive and meaningful legislation that will support and potentially transform the environment in which MWBEs conduct business.

> Therefore, in this legislative session, I have committed myself to turning those conversations into action by introducing a comprehensive package of MWBE legislation.

> The first piece of legislation that I introduced this year was A8700, which will require any locality or municipality that receives money from the state, and those business with which they work to attach an MWBE goal to their projects. Including this bill, I have introduced a total of thirteen pieces of legislation that I believe will benefit MWBEs and sub-contractors, in addition to A8044A that increases discretionary purchases to $200,000, which was passed by the Assembly.

> The legislation falls mainly into five categories: 
> 1) increased opportunities for MWBEs by attaching MWBE participation goals such as those entities receiving real estate tax exemptions, and for sole source contracting,
> 2) increased resources to expand the pool of certified MWBEs such as appropriations for outreach, and a feasibility study on capacity building and mentorship programs, 
> 3) increased transparency and accountability such as the public sharing of data on MWBEs, companies who have received state contracts, and companies who have received waivers in regard to compliance with MWBE participation,
> 4) the way in which prime contractors and subcontractors will be paid and reported on in regard to MWBE contractual relationships, which are primarily MWBEs, and
> 5) the lifting of barriers such as the $3.5 million cap on net worth, which limits the capacity and growth of MWBEs.
